42 countries are still not signatory, including China, Cuba, India, Egypt, Iran, Iraq, Israel, North and South Korea, Kuwait, Lebanon, Libya, Pakistan, Russian Federation, Saudi Arabia, Syria, Somalia, United Arab Emirates, United states (process to join started in 1982, then halted), and Vietnam.
The Commission to ban landmines is cooperating with other organizations now to ban cluster bombs.
